Rachael Greenberg is currently the Senior Vice President of Patient Acquisition and Retention at HarmonyCares, the nation’s largest in-home medical group for highly complex seniors.
Before HarmonyCares, driven by a deep duty to her country, Rachael joined the State Department in January 2025 as Chief of Staff to Adam Boehler and the Office of the Special Presidential Envoy for Hostage Affairs (SPEHA). Rachael participated in high-stakes hostage negotiations (with the Taliban for example) to reunite more than 70 wrongfully detained U.S. citizens with their families.
Prior to joining the State Department, Rachael was the Vice President of Engagement at CareBridge Health, the nation’s leading Medicaid value-based healthcare company, caring for individuals who receive home and community-based services (No. 1 on the Inc. 5000 list in 2023). Rachael was also the Chief of Staff at Russell Street Ventures (RSV), where she worked directly with Founder and Chief Executive Officer Brad Smith as an advisor and operator across the firm’s ventures (like Main Street Health).
Before RSV, Rachael held numerous roles in government. Rachael was the Special Assistant to Ivanka Trump, where she worked on women’s economic empowerment policy priorities. Rachael also served as the Advisor for the Women’s Global Development and Prosperity (W-GDP) initiative at the U.S. Agency for International Development (USAID), where she launched and administered the $100 million fund for global women’s economic empowerment. Lastly, Rachael joined the U.S. International Development Finance Corporation as the Deputy Chief of Staff.
In addition, Rachael worked with a small team of innovators and problem-solvers to support the U.S. government’s national COVID-19 response effort, focusing on supply chain resiliency, testing at scale, economic recovery and reopening, and Operation Warp Speed.
Prior to her career in public service, Rachael worked at Goldman Sachs, where she supported the Goldman Sachs Foundation’s marquee programs to strengthen women’s empowerment and entrepreneurship (named 10,000 Women and 10,000 Small Businesses).
Born and raised in the Republic of Panama, Rachael is a passionate advocate for development, health equity, and gender equality globally. Rachael holds a B.A. with Honors in Politics and Latin American Studies from Princeton University.
