Felipe Campos de Oliveira
Biography
Felipe grew up in Belo Horizonte, Brazil, where he majored in public administration at the School of Government of João Pinheiro Foundation. Upon graduating in 2015, Felipe was appointed a public policy specialist at the State Department of Education, where he was responsible for the educational assessment policy of over 1.9M students. In 2017, he took the public exam for the Court of Accounts of Rio de Janeiro, which oversees municipal expenditures, becoming the agency's youngest civil servant at 22. At the Court, he investigated cases involving financial mismanagement and led several performance audits in municipal secretariats, helping recover considerable amounts of public resources and improve the city's public procurement system. In 2021, he became a project leader at the Court, and implemented the Public Policy Research Center, which conducted an experiment to test the impact of school management measures on student outcomes and help the City Department of Education design evidence-based public policies. At SPIA, he hopes to deepen his expertise in policy implementation and evaluation to help improve education and fight corruption in the developing world.
