Biography

Graciela is an economist and civil servant from Peru. She has a bachelor’s and master’s degree in economics, and 11 years of professional experience in the Peruvian public sector. She started her career as a research analyst, assessing the factors associated with education outcomes. Since then, she has combined her education-economics interest with her go-to-action public service passion, working at the Ministry of Education and at the Ministry of Economy and Finance. For the last seven years, she took on increasingly high-responsibility positions related to the public budget; ultimately as the Director-General of Public Budget, her highest position so far. She was responsible for the national public budgeting process, and for getting the budget approved by Congress in 2021. As the 2019-20 Chief of the Planning and Budget Unit at the Ministry of Education, she was responsible for the education sector public budget during the coronavirus pandemic crisis. At Princeton, Graciela wants to develop a broader perspective about the public policy implementation process, learning from international cases and the experience of her peers across the world. In her free time, she enjoys listening to music, dancing, and bike sightseeing.
