Biography

Originally from Gaithersburg, Maryland, Haley attended the University of Oxford and graduated in 2017 with a degree in philosophy, politics and economics. Upon graduating, she served as a Data and Evaluation AmeriCorps VISTA with the San Antonio Eastside Promise Zone, where she built capacity for the Promise Zone to evaluate and monitor its community impact and provided analysis for the designation of Opportunity Zones. She then served with the City of San Antonio in a variety of roles, including as a senior budget analyst managing unprecedented Hotel Occupancy Tax revenue losses during COVID-19, and more recently as a senior economic development specialist supporting the revision of the San Antonio tax incentive guidelines from an equity perspective. This past summer, Haley worked as a Graduate Policy Fellow within the Office of the Governor for the State of New Jersey. After completing her MPA, Haley plans to pursue a career focused on alleviating urban inequality and advancing economic opportunity.
