Biography

Philippa was born and raised on the North Shore of Boston and traveled west to attend Scripps College, where she earned a B.A. in public policy analysis and economics. While there, she wrote a thesis on how the California minimum wage hikes affected day laborers’ employment level and wages. After graduation, Philippa traveled back east to begin her three-year position at the Congressional Budget Office. As an analyst, she assisted in providing Congress with cost estimates of legislation, including bills that would repeal and replace the Affordable Care Act, ban surprise billing, allow the U.S. to negotiate drug prices and respond to the coronavirus pandemic. This past summer, she interned at the Boston Mayer’s Office where she evaluated the City’s COVID-19 Relief Fund and oversaw implementation of federal American Rescue Plan funds. Philippa looks forward to advancing her analytical skills and discussing how public policy can make health care more accessible with her fellow classmates. She is an avid runner, reader, and enthusiastic newcomer to crosswords and candle-making.
