Biography

Paul is broadly interested in the governance of adaptation to climate change-aggravated flooding and wildfire risk. In particular, he looks to investigate some of the organizational and institutional aspects of public government; as well as how governance systems’ design, coordination, and context might affect what adaptation measures they are able to materialize. In that direction, he currently researches new forms of collaborative and network governance in the U.S. and the extent to which they overcome adaptation barriers and challenges. He graduated from the University of Lausanne with a B.S. in geology, and a joint M.S. in geological risks from the University of Geneva and Lausanne.
