Speakers

Magister Walter Oswaldo Gómez Vargas is a staff colonel in the State Police of Ecuador. Throughout his 32-year career, he has successfully led the planning and implementation of public security policies, holding positions of high responsibility such as general coordinator of Citizen Security Emergencies, commander of prioritized districts, and head of Operations for Zone 8. He currently serves as Strategic Advisor to the General Command of the Ecuadorian National Police, a role in which he contributes to strategic analysis, the formulation of institutional guidelines, and direct support for high-level decision-making.
His international specialization in Advanced Management for Ibero-American Leaders, along with his expertise in cybersecurity and citizen justice, position him as a leading figure in strategic, operational, and technical management, aimed at strengthening national order and security.
He holds degrees in law from University of Loja, systems engineering from San Francisco University of Quito, and strategic management and citizen security from the Institute of Higher National Studies.

Lieutenant Colonel Luis Vinueza Calderón is founder and director of the Directorate of Information Analysis of the National Police of Ecuador. His previous experience includes serving as head of analysis for the National Police’s Special Investigations unit, as a criminal investigator, and as a case officer specializing in organized crime structures.
A specialist in information analysis and criminology, he trained in forensic psychophysiology at the Marston School. He holds a bachelor’s degree in social, political, and economic sciences; a doctorate degree in jurisprudence; a law degree; a master’s degree in development management with a specialization in local development management; and a master’s degree in research in government with a specialization in government and territory from Simón Bolívar Andean University.
