Norm Champ ’85 is a partner in the New York office of Kirkland & Ellis LLP, where he heads up the regulatory solutions practice in the Investment Funds Group. Previously, Norm was the director of the Division of Investment Management at the U.S. Securities and Exchange Commission (SEC). Prior to that he was the Deputy Director of the SEC’s Office of Compliance, Inspections and Examinations (OCIE) and the Associate Regional Director for Examinations in the SEC’s New York Regional Office. In these capacities he supervised SEC examinations of investment advisers and other market participants. Norm counsels the most sophisticated private fund sponsors in the world on complying with the constantly changing regulatory environment in the United States and other countries. Private fund sponsors seek out Norm’s advice because he can bring to bear his perspective as a former regulator, a former partner of a private fund manager and now a law firm partner. Norm’s large and wide-ranging practice, including defending numerous SEC examinations, gives him unparalleled insight into the most pressing regulatory issues in the market.
Dianne Dobbeck *97 is head of the Supervision Group of the Federal Reserve Bank of New York and a member of the New York Fed’s Executive Committee. In this role, she oversees bank supervision and regulation for financial institutions in the Second Federal Reserve District. Ms. Dobbeck serves alongside other Reserve District supervision heads on the Board of Governors’ Supervision Committee, and on the Board’s Large Institution Supervision Coordinating Committee (LISCC), which oversees the largest and most systemically important financial institutions in the United States. Ms. Dobbeck has held various senior leadership positions at the New York Fed. Most recently, she led the Supervisory Policy and Strategy function and was responsible for helping to formulate policy responses to supervisory matters. She and her team represent the Federal Reserve in different senior-level domestic and international committees. Her professional experience includes providing strategic direction and coaching to teams of subject matter experts, financial analysts, and examiners. At two different intervals, Ms. Dobbeck served as the senior officer responsible for the Fed’s supervision of two of the largest U.S. banks. Ms. Dobbeck holds a master’s degree from the Princeton School of Public and International Affairs at Princeton University, and a bachelor’s degree from Kalamazoo College.
Carolyn A. Wilkins is the Griswold Center for Economic Policy Studies senior research scholar in the Department of Economics at Princeton University, and an external member of the Financial Policy Committee at the Bank of England. Wilkins also co-leads both the Bretton Woods Committee Digital Finance Project Team and the Review of the Reserve Bank of Australia; and serves on the board of directors at Intact Financial Corporation, a company that provides property and casualty insurance in Canada and specialty insurance in North America. Previously, Wilkins had a twenty-year career at the Bank of Canada (2000-2020). She served as its senior deputy governor from 2014 to 2020. Her role included setting monetary and financial system policies with the Governing Council, and overseeing strategic planning and economic research. Wilkins led the development of the Bank of Canada’s market liquidity facilities and large-scale asset purchase program as part of its response to COVID-19. She has contributed to international financial policies over her career, most recently as the Bank of Canada’s G20 and G7 deputy and member of the Financial Stability Board. She has published and spoken on a broad range of international issues, including economic resilience, global financial regulation, and fintech. Wilkins was awarded an honorary doctorate from Wilfrid Laurier University, and received her MA from the University of Western Ontario and her BA from Wilfrid Laurier University, both in economics.
Charles Yi *03 is the Senior Advisor for Legal Affairs and Policy Office of the Director at the Federal Housing Finance Agency. For nearly 20 years, Charles Yi has practiced law and provided counsel in the private and public sectors on a wide range of regulatory, legislative, and financial issues. Most recently, he was a Partner at Arnold & Porter Kaye Scholer LLP. From 2015 to 2019, Yi served as General Counsel at the Federal Deposit Insurance Corporation. He has provided counsel to lawmakers on the Senate Committee on Banking, Housing, and Urban Affairs and the House Committee on Financial Services, most notably for the Dodd–Frank Wall Street Reform and Consumer Protection Act and the Housing and Economic Recovery Act. Yi was also Deputy Assistant Secretary for Banking and Finance at the U.S. Treasury Department where he assisted in the implementation of provisions under the Dodd-Frank Act. Before practicing law, he served as an Armored Cavalry officer in the U.S. Army and was deployed to Bosnia as part of a NATO peacekeeping mission. Yi is a graduate of Columbia Law School and also holds degrees from Princeton University, Bowie State University, and the University of California, Berkeley.
