Biography
Amber Greene is the Acting Special Representative for Racial Equity and Justice at the U.S. Department of State. Previously, Ms. Greene served in the White House Domestic Policy Council as the Special Assistant to the President for Racial and Economic Justice. There, Ms. Greene directed the development and management of President Biden’s whole of government racial and economic justice agenda. Ms. Greene directed the implementation of President Biden’s Executive Orders on racial equity and support for underserved communities, leading his Day One equity mandate across all Cabinet agencies to address long-standing inequities in federal policies, programs, and services. She steered the equitable implementation of the historic funding unlocked by President Biden’s Investing in America agenda, driving the release of more than 650 new federal actions that have brought greater equity to the Nation. In addition to leading the Administration’s equity portfolio, Ms. Greene shaped, drafted, and implemented President Biden’s policies and messaging to promote educational diversity in response to the adverse Supreme Court decision to effectively end affirmative action in higher education. Ms. Greene drove the Administration’s record investments in the nation’s Historically Black Colleges and Universities, Tribal Colleges and Universities, and Hispanic Serving Institutions and has led initiatives to increase access to federal contracting opportunities and research and development awards.
Prior to joining the Biden-Harris Administration, Ms. Greene held several roles leading policy, media and crisis communications, and emergency management in the public and private sectors. She served as Director of Policy at the Office of the New York City Public Advocate under Letitia James, authoring more than 40 pieces of legislation. Ms. Greene led efforts to close the gender wage gap through the introduction of the NYC Salary History Ban Law, led citywide advocacy campaigns to equip police officers with body worn cameras, fought to combat hunger in NYC public schools by developing proposals for the universal free lunch program, and worked to investigate and improve voting access for people with disabilities. Ms. Greene led media relations as the senior spokesperson for the nation’s largest airport system in the U.S. and largest bi-state transportation and infrastructure agency at the height of the COVID-19 pandemic. Ms. Greene also served as a Director with the New York City Emergency Management Office where she produced strategic multilingual communications campaigns to improve multi-hazard emergency preparedness, community public health, and climate resiliency.
Ms. Greene received her B.A. from the State University of New York at New Paltz and holds a M.A. in Public Policy from the Princeton University School of Public and International Affairs. In her spare time, Ms. Greene serves on the Advisory Council of the Princeton University School of Public and International Affairs.
