Jane Manners, PhD candidate, History

Graduate students, fellows, and faculty only, please.
Each seminar features law-related papers or practice job talks presented by graduate students from many disciplines.

The talk will explore Congress’s changing attitude to the remission of import duties in the wake of natural disaster, the role of one particular disaster (the New York Fire of 1835) in crystallizing those changes, and what those changes reveal about evolving understandings of the appropriate incidence of federal taxation in antebellum America.
