In 2023, something unusual happened in the Big Sky state. Montana’s Republican-controlled state government unexpectedly adopted a series of housing reforms championed by environmentalists, business interests, tribal nations, and affordable housing advocates. This legislative package, which Bloomberg CityLab called the ‘Montana Miracle,’ made multifamily housing easier to build and put its cities and towns on a path towards denser, and less carbon-intensive growth patterns.
